Adding creator at item level for mass cataloguing

Victoria/Nic has raised an issue with adding creator at the lowest level for M-series cataloguing. Due to the mass of records and the fact the API raises the importance of the contributor above other pieces of metadata, looking for Wellcome Historical Medical Museum archive records is very difficult now (because we have not done this retrospectively) - could there be an argument for only adding creator at lower levels where they differ ie. if they have all been created by the same person it is sufficient to record at a higher level (as is current archival practice).

Agreed to allow this as an exception for M-series as rare for this kind of mass re-cataloguing from an existing mixed media archive with a single creator to occur
