What

Add event tracking to all download links of born-digital files via GTM.

Why

We can measure usage of new born-digital download feature.

Edited above to specify tracking should be implemented via GTM. Event tracking for downloaing non-born-digital files is currently set up through Segment but as we are considering moving away from Segment no new metrics should be tracked through it.
