486 new ui for tables #501

Description

This PR bring the web application to the new split reach. It also changes the UI of the tables to match #486

Web is now a self-contained application in the split-reach directory
Tables now have striped rows
Theres now a loading indicator between data loading in the tables
Sorting the columns now display a new variety of icons
Many style updates such as: pagination, pagination and page count before and after the table, new colors for the accordion rows...
