Iterate on the user tasks flows for release 1 of Reach #510

We are working on writing and drawing out the intended user flow through Reach, divided up as tasks. In order to know that a task is a success we have written out success criteria for each task that we believe must be fulfilled from the user point of view.

We have worked out what the user tasks are but we will finish working out the flow of the tasks once the new UI designs are implemented on production
