Broken "ToC" link #346

The "the docs" link at https://welpo.github.io/tabi/blog/mastering-tabi-settings/#table-of-contents links to https://welpo.github.io/blog/toc/ which 404s — the correct link would be https://welpo.github.io/tabi/blog/toc/
