Add a recipe for the validation set of VoxSRC-23's diarization track #166

This commit adds codes for evaluating both dev and test set of VoxConverse.

At VoxSRC-23, both dev and test set of VoxConverse are used as validation set on diarization track, hence this voxconverse example could be used as a recipe.
