Increased precision for minutes per kilometer #317

What do you consider a good addition to the application.

1. Describe the function
2. Give an example on how this could fit with the current usage
3. ...

I would like to have a better precision when showing the speed as minutes per 
kilometer. Today, you only get whole minutes. I would like to have minutes and 
seconds like "4 min 35 s / km".

Attached is a patch to the release_1.3.2_osmupdate branch that fixes this 
problem. Basically the logic that determines whether or not to display greater 
precision was reversed.
