If a user has been idle over x minutes/hours then kick from Mumble

Quite a long length of time I think. TS3 booting was too short and annoying, having said that, it was only because you had to idle on two voice comms. Start with 6 hrs. See what the complaints are then.

Done. Users moved to AFK channel after 3 hours (all hardcoded)
