Support Python 3.7 and 3.8 #142

I'm abandoning this PR, but leaving the branch there for future reference.

The knausj_talon repository is incompatible with Python 3.8 or lower, so pushing this PR through requires creating other tests with custom, Python 3.8 compatible repositories, which isn't worthwhile.
