This would probably require local compilation realistically, but it would allow the user to compromise between space used and map detail as they see fit. Could adjust road polycount, which POIs appear, whether to store street names or not etc etc.
Being able to control this per area would be great as well -- download the state you live in with really high detail, everything else much lower.
