升级buildTools到28.0.2之后，无法生成插件包

buildTools升级到28.0.2后，arsc文件结构发生了变化，解析的数据有问题，导致重新分配资源id时找不到正确的资源

直接用 27.0.2 的aapt 覆盖 28.0.2里面的，compileSDK targetSDK support包用28 好像没发现问题
