Allow transclusions with appropriate permissions #8

Transclusion protection currently applies to all users regardless of other
permissions. Consider both allowing a user with appropriate permissions to
save a transclusion to a protected page, and allowing users who have the
appropriate permissions to see the transcluded page to see content in
another page, but block content for others.
