Clean up 30 minute loadshedding periods #59

If loadshedding changes stage there can be a 30 minute loadshedding state shown in the forecast attribute. It would be great if these could be removed. image.

Also as a result of the change of stage, there can be a loadshedding period which is exactly 2 (or 4) hours long, not giving the 30 minutes after the top of the hour for power to be restored. It would be fantastic if these could be turned in 2.5 or 4.5 hour stages.

Sorry, I have seen now that there is a min event duration which I had not seen before. That clears up the 30 minute stages, but it would still be nice if a slot which is now exactly 2 hours long (as a result of cleaning the 30 minute change of stage slot) could be made to be 2.5 (or 4.5) hours long.
