Create a build infrasturcture to support CSS and JavaScript from a src/ directory, manually created files in a public/ directory, and built artifacts in a dist/ directory.

Several dependencies/packages have been added to the project. This merge renders the project unable to be directly hosted on Glitch on any branch other than the independent glitch branch.
