update pre-commit GHA #94

It took Travis-CI > 1 hour to run #93, hopefully this will make our test a bit faster.

[ ] add docs publication
[ ] PyPI upload
[x] add numpy matrix
[x] tarball tests

@efiring to avoid a huge PR I'll leave the next two items to another PR. I also have one ready to fix the pre-commit issues and I'll send as soon as this one is merged.
