Let user set WP version when not installing as a submodule #8

I was not able to figure out to add this as an option when using a submodule, but this or something like it may work for those who want to install anything other than the master branch of the WordPress repo. Partially addresses Issue #7.

Thanks @jasonlcrane, I also added support for the the other situations, and defaulted the prompt to the current version tag. You will need to either update your global install or re-install v0.2.7. And thanks for going through the effort to do the pull request!!
