The advice for Chapter 13.1 Title #203

We can see the title of chapter 13.1 is 

13.1 Bitly Data from 1.USA.gov

So I do not understand the number '1' before 'USA.gov'. Is it a fault?

1.USA.gov used to be a website, the 1 was the subdomain.
