This PR includes the creation of the notebook for the initial phase, Data Fetching and Cleaning, regarding the Publications track of Hercules project. This includes the following functionality for both the COVID-19 and the Agriculture datasets:
Scripts to automatically download the data.
Parsing of the data downloaded and transformation to pandas data frames.
