Re-enable Python 2.6 tests #170

Tests for Python 2.6 were removed as I didn't have time to find out what was failing in a single test after the last merge: https://github.com/weso/CWR-DataApi/pull/169

As far as I can tell, it is a problem related to the optional character set field in the transmission header. If it comes empty then the value is rejected.

Python 2.6 is obsolete. These tests won't be re-enabled.
