Move data portal from last year to a directory #28

Move current data portal in final server to a directory under /v2012

This task can be initially done moving the contents directly.

But in order to do this task well, we should maintain the URIs from last year for compatibility reasons during some time. When one accesses a URI from last year the system should redirect to the corresponding page in "v2012".

For example.

http://data.webfoundation.org/webindex/observation/ITUG-Imputed/obs281

should return 301 Moved Permanently with the Location header set to:

http://data.webfoundation.org/webindex/v2012/observation/ITUG-Imputed/obs281
