Create front end form to create / edit plants #6

Create form for plant editing and creation

this happens after #1 is complete
investigate how to create the form in React
create the form that will use POST or PATCH operations
ensure validation so that only correctly formatted content is saved to the db
test to ensure works correctly

Need to add rich text editor package to the app so that plant description text can be formatted with headings etc.
