Add security policy #569

Fixes #568.

As described in the issue, this PR adds a security policy.

As currently written, the policy suggests either sending an email (using an address I found in #488) or using GitHub's private reporting feature.

If you'd rather use just one of these (or an external website) or make any other changes, let me know and I'll happily modify the policy.

That's not the security policy we need.
