Canada.ca theme: Which Theme to Use #1140

We are preparing to release Moodle 3.1 for a government client. Moodle is a learning management system.

We can develop/apply a WET 4.0 theme in Moodle, but we need to know which WET 4.0 theme should be used -- would it be the Government of Canada Web Usability theme, or the Canada.ca theme? Please advise.

@jpbennett Will this solution be public-facing (i.e., available individuals and/or businesses outside of the Government of Canada)? If so, then you should apply the Canada.ca theme according to the Canada.ca Content & IA specification. It is required for non-authenticated parts of your solution but not required (but is still encouraged) for authenticated parts of your solution.
