Splash page: Terms and conditions links have no discernable text #18

Describe the bug No i18n strings associated with the text for the terms and conditions in English and French

To Reproduce Steps to reproduce the behavior:

  1. Build a splash page at the root of Jekyll site
  2. Build with command bundle exec jekyll serve
  3. Open localhost:4000 in a web browser
  4. See error

Expected behavior Expecting text within the links
