Can't mark a web site as inactive or removed #39

A web site cannot be marked as either inactive or removed. If a site existed in 1 reporting period (e.g. December 2011) and is subsequently removed, there is no way in the tool to identify the site and to have it's pages included in the overall ROT count for the reporting period. Suggestion is to add a field to the site to mark it inactive (removed) and a date.

In order to achieve this with the current system, we have added a 'dummy' site to contain ROT count for all sites removed since August 2011, site name zz_DELETED PWGSC SUNSET SITES .

@irwink it's a good idea but the workflow for this would need to be fleshed out. It's likely only be available in next version.
