Confusing language in section 2.1 #31

The last sentence of the section 2.1 (below) is confusing. Consider changing it.

A second, but no less important, consideration for the client creates requirements such as mobile device limitations and dataset size.

The new text is:

Limits are nearly always mandatory, only APIs to small datasets are safe to to implement without a default and hard maximum limits. No less important is the consideration for the client requirements on limited platforms such as mobile devices.

These elements are strongly recommended where possible and relevant.
