Add license files #1895

The drupal.org packager automatically adds the license file during packaging. Unfortunately they requested I removed my existing license file.

I couldn't find the authoritative issue but here is an example:

I am still looking into this as I can't understand the rationale to not have the file on github.

And I see it's in the readme - my script hadn't picked that up.
