The guide seems to be ambiguous regarding its scope and what it specifically applies to. There is the potential that people could interpret it to be official guidance for specific themes/sites such as Canada.ca, which it is not.
Each sub-guide should have some sort of blurb that clearly identifies that it contains community-developed recommendations targeted at WET in general and that it may not reflect the requirements specific to a given theme or site (e.g., Canada.ca). Ideally it would include specific guidance for themes such as Canada.ca, and would eliminate any conflicts, but since that is currently not the case there should be something that clarifies for the reader what are the goals, intention, scope and applicability of the recommendations.
