Add basic BitSwap capability #123

This PR adds a basic implementation of the BitSwap capability. This is limited to:

Schema definition in api/bitswap.capnp
Client and server types in pkg/bitswap
Unit tests

Note that I have stopped short of the following:

Bitswap CLI
Integration of BitSwap into the Host capability + server setup

These will be handled in separate PRs.
