Remove Fx from top-level ww package. #139

This PR stacks on top of #138. Merge that first.

This PR is similar to #138. It moves the top-level run command to its own subcommand and removes the dependency on Fx.

Follow-up work will instantiate a client capability without Fx and pass it to the guest code.
