1.1 Update "ชื่อผู้เสนอ" dropdown

• Include cabinet and split politician/assembly section like

• You can use disable items for section separator.

1.2 Make the list filterable by the cabinet in the dropdown

• Update filter logic to look up in proposedByCabinetId too.

1.3 Read query params when mounted and set the dropdown value

• There is already an implementation in the onMount function. Please check if it works for both politicians and the cabinet.

2. Add a link from the cabinet page

• Web: _/assemblies/_
• Code: src/routes/assemblies/[id]/+page.svelte

• The link should take the user to the bill explore page and set the current cabinet correctly in the filter dropdown.
