Address "Best Guess" Information Box on Ballot #2013
Please describe the issue (What happens? What do you expect?)
At the top of the ballot page, add a new component that matches this design. It should work for both Desktop & Mobile. Please add an "X" that hides it. (We will work on the more complex behavior of hiding it after you've entered your full address in another Issue.)
Please also add a version of this box if the address is empty. In Chrome, choose from the File menu "New Incognito Window" then go to https://quality.wevote.us/ballot
