Anyone in the WEWE LM Contract can change the Protocol Fee Switch to buy a MEMECoin instead of USDC for 1 hour.
Implementation
1) Voting contract-> WEWE Pool Vault holders can vote, looks at voting power of the WEWE LM vault ownership.
2) Voters vote on a token, must be a WEWESwap pool. The top voted token becomes the PUMP HOUR token.
3) For 1 hour, 100% all of all liquidity fees in all pools buy the MEMECoin and deposit in the WEWE LM contract.
4) After 1 hour, it goes back to buying 10% USDC like normal.
The "hour" is some UTC time that is reset to be +25hours each time, so everyday it moves back 1 hour and makes everyone in the world get a fair share.
