New tap 2 run scenes not synchronizing #299

Describe the issue

When I create a new scene in Govee it will not be shown in Homeassistant. Restart etc. didn't work

Already restart and deleted the scenes

If I read your process correctly, I think you're restarting HA when you actually want to reload the MQTT integration configuration for the MQTT Broker. Below is a more detailed answer if this is the case.

After I create my own scenes in the Govee app I head over to the MQTT integration (Settings - Devices & Services - MQTT) and under the 3 dots next to configure select reload. After doing this my DIY scenes show up under the effects option on the device. Here are some screenshots to help:

Note: it may take a minute for the device to become available after the reload, if I viewed the device too fast it showed "This entity is no longer being provided by the MQTT integration." (don't freak out, just wait longer and reload the device page)
