CWOP/APRS support #1

It seems that there is no changes done yet to support the CWOP/APRS changes. I believe for HAM with a valid callsign, we need to supply the passcode. Previouly, this wasn't a requirement I believe and we could use the default -1 but they've changed this. Can this be done as configurable in the open2300.conf?
