Upgrades #189

Upgrade all the things so that I can do some content tweaks. Summary of changes:

Upgrade Lucky to 1.0.0-rc1
Upgrade Crystal to 1.6.2
Upgrade elefren crate
Add cargo feature to allow building without Twitter support, which in turn allows the openssl dependency to be dropped. It was failing to build against openssl 3.
Restore CI by porting it to Cirrus CI
