Update goenv version #3

The latest tag is 0.0.3 but the version hasn't been bumped

@wfarr Is goenv deprecated in favour of chgo? I noticed puppet-go is using chgo.

goenv isn’t going away because we have other software using it.

That said, I think I prefer the chgo route a bit more, but it’s still pretty young.
