Determine optimal method of selecting primary source in overlapping regions #127

When some surveys have only 2-3 filters but are deeper should they be primary source when compared to a shallower survey in 5 bands? Should it be a per band decision?

Got main reseaming code working - starting to test different methods

Was hitting issues with it hanging after one frameset. Reworked to be a SourceMerger class to use existing reseaming architecture. Have had to add several curation tables to schema.

Working, but now have to sort out logic.
