M4.1 Start migration of OSA to IRIS cloud

This is well underway, expected completion in August (or Sept).

Pixel data is all transfered and on Somerville (162TB) Database transfers have started, but can't begin in full until the extra Ceph capacity is available (~160TB of disk).

• Next step need to move DBs over now once sufficient storage space available and SQL server license sorted
