Notes on reporting stuck Manila CephFS shares #1289

Openstack Manila (CephFS) shares that get stuck during deletion is not uncommon. They don't block further development, the create-user-tools are designed to work around them, but we can't fix the issue ourselves. We need to report them to the system admins at Cambridge and they will fix them for us.
