feat: view a user's friends list

Description

There needs to be a new page where you can view another user's friends list.

Acceptance Criteria

Use case:

• Click on user's profile
• View user's friends list

Additional Context

• The entrance to the page will live on a user's profile, similar to the logged in user's profile page
• This new page can be called _dashboard.user.$id.friends.tsx
