add life_bird and photo_life_bird fields to taxons, simplify taxon queries

1. add life_bird and photo_life_bird fields to taxons table
2. don't use sightings in queries, don't cause JOIN
3. add static updater to update life_bird field for existence of non-excluded sightings
4. eliminate :not_excluded scope
