AA's currently do not show the disabled icon when reloading.

this is *probably* caused by the layering code that makes certain all the 
different
layers are in their correct layer with the icons being on the bottom.

issue confirmed to be not a simple layering problem. Hitting an anti-air with 
an EMP
shows the disabled icon with no problems. Issue is with the AA's being reported 
as
disabled even though they behave correctly otherwise.

found that mapview didn't look for reloading AA's when determining if icons 
need to
be displayed. Issue fixed and ready for upload to SVN.
