Deprecated LocalParameterization in Ceres Solver #71

I hope this message finds you well. I am reaching out regarding the use of Ceres Solver in your repository. As you may be aware, Ceres Solver has recently deprecated the LocalParameterization interface starting from version 2.1, as mentioned in the release notes.
