NetworkSwitcher: Few important changes #4

This will allow the service to start as soon as user land on lockscreen on boot.

And the tasks will be executed once user unlocks the device.

Thanks, working fine. Just keep in mind to mention to users that are updating from previous build containing the switcher that they will be prompted with a reboot once and that they will have to manually switch back (once) to 4g on next boot.
