[x] Add sample ECW and associated attributions in README
[x] Pack gdalplugins folder in distributable
[x] Load ECW layer in main script
[x] Perform end to end test in running in script mode and exe mode to ensure ECW loads

There is still a pending issue with on-the-fly reprojection and location of the loaded ECW.
