This:

Adds CONTRIBUTING.md (which directly references whatwg/meta's CONTRIBUTING.md and indirectly references whatwg/meta's COMMITTING.md)
Rearrange some stuff in README.md and reference the local CONTRIBUTING.md
Add Merge policy section to the README.md
