Can we consolidate "execution ready flag" and "scripts may run for the newly-created document"? #9724

They seem like they're trying to get at the same thing. But as written, their timings are different. Hmm.

Seems likely. The former is only consumed by service workers: https://w3c.github.io/ServiceWorker/.
