Rename i18n labels #151

This synchronises WhatWG repos with the W3C-wide horizontal review process. Meanings remain the same as before.

Dots removed.

They currently do indeed have different colours. Final decision on that still pending, but likely to remain.

I see that alreq and hlreq labels are used, and i'm planning to use clreq, jlreq and mlreq shortly.

When I run python labels.py --update it tells me that GitHub will likely complain about the length of these descriptions. Seems we have a limit of 100 characters at the moment.

Hopefully the edit i just applied resolves that issue.
