Automate some tasks of the Review Draft reviewer #183

@foolip would this be reason enough to reword https://whatwg.org/workstream-policy#schedule a bit to be more vague as to who is in charge of publishing Review Drafts?

I think that as long as the Review Drafts are not published automatically but there is a review/merge step done by the editor, then https://whatwg.org/workstream-policy#schedule need not be updated.

@foolip what happens in practice is that Domenic, you, or I will merge all of them. I guess we can consider that a delegated action by the editor. I might tweak the wording a bit here to make that clearer.

I see, the concern wasn't the automation but that we do these all in batch. Would it be a burden to actually have each editor do it, if we get it done within a week?

If we do take the editor out of the loop then I think we should update the policy.

But this PR is fine, this is just automation.
